We've all agreed they should have made the level cap 70 vs 60, but the different Age LI's give reason to keep whackin' stuff. I assume this is the reason all the Forge-Doods are surrounded by Level 60 characters, anyway.
I had most of this figured out. But the bit about deconstructing weapons that you have already leveled, and being able to transfer those XP to another weapon was new. I guess I have not deconstructed a weapon that I have leveled up. Also nice to see that there are indeed 1st age weapons. That's what I need, more DPS! Wyrm and Guthveg will never keep agro again.....
So, as Wyrm said the other night. Level everything you are going to deconstruct one level (just to level two). This increases the number of relics you get for deconstruction by three or four fold. Huge difference (sheesh, I have really missed the boat on that).
Basically, if it is a weapon that you could use, you can slot it so that it gets XP. You do not have to wield it, just slot for XP. Once it dings, you then go deconstruct it. You will then get your relics that you can then either combine to make higher level relics, or you can slot them in a weapon that you do want to use.
If you cannot slot the weapon, then you can either deconstruct it and get one relic, or you can trade with someone that can slot it.
Also, you can level a weapon up (to whatever level) and then deconstruct it. You will get a heritage rune, that will have some of the XP that you put into it, so that you can apply that XP to a different weapon. So like the starter legendary weapon that you get, you can level it up (it will only go to 30) like I did to 27, then deconstruct it. I got a heritage rune that had 75K of XP (roughly 1/3 of the total XP I had put into the weapon). I was then able to apply that 75K to a different weapon that I was currently using.
I know it has nothing to do with lotr but since I'm well known for offtopic posts... Did anyone of you guys get your hands on Left4Dead? Right now I don't feel like playing battlefield2 anymore...
Couple things.... if you wait to decon a weapon till at least lvl 2 then you will get a ton more relics... lvl 2 is only 100xp to get to, so i highly recommend at least doing that.
On khodi, i lvling every weapon to lvl 11. This is the first lvl you start getting item xp runes that can be applied to the other weapon. Its best practice to not decon an item until lvl 11, 21, 31, 41 ex.
If your just out to get relics, then just decon as soon as you get to lvl 2 (assuming you hvae enough legendary weapons to reslot)
I personally horded all of my lvl runes until i found my second age guardian axe.... i managed to save up almost 250k in runes, so my second age axe was instantly lvl 48 when i got it haha... that was pretty nice.
when you decon an item, you get between 25-75% of xp back... if you decon a lvl 21 (~150k) best i have seen is a 100k xp rune. lvl 11 (~21k) best you can get is a 15k rune.
Make sure that you dont put relics in a weapon your going to decon. Unless you plan on getting it to the next "reforge" lvl (10,20,30,40,50) The only time you get the relics you have in a weapon back out of that weapon is when you reforge. So if you decon a weapon that you have relics in, it will not give your those relics back.

My favorite LOTRO Legendary weapons tip.... i just found this out, and it changed my life haha... You can move your legendary weapons around in your slots... like 3rd slot to 1st slot,.... 2nd slot to 5th slot... whatever... all you have to do is open up your Legendary weapon panel, and go to the tab you want to move your item to. Then drag that item (from your inventory or char panel) to the slot you want it in. Really makes it easier to keep your legendarys in some kind of order.
one more thing that i do.... over the course of moria, you will collect tons of broken dwarf tools and kazal (sp?) tablets ... these can be exchanged in delvin view for lvl 53,55,57,59 legendary weapons... i would go cash in like 10-15 of em, then send them to an alt, then send them back to the char who can lvl them. At that point i left them in my mailbox until i had a slot for them. I did this so i could always decon my weapons and fill the slot right away, since there is a forge master in pretty much every town... i always hated killing a mob, or getting item xp when it wasnt going anywhere. This kinda worked like a traveling legendary weapon bank for me ;)

question for you leg item guru's ... when I have maxed out an item for earning XP and I still want to use it because I have yet to find a decent replacement. Such as a Guardians Belt at max level 30, will earn no more XP, I want to continue to use it and apply relics to it. The question is when I find a replacement for it and I go to decontruct it will I get those relics back or are they lost?
Well, im sorry for the long time coming reply... but i have been deployed, just got back about a week ago and trying to get settled back in.... i can make any craft tool for lvl 55+ if anyone is interested... just need 2 flakes and some ore .... just send Khodi a message in game, or a mail or something and i will do my best to get it done... Got 6 inxhes of rain last night and been fightin failing sumps and rivers of water in my back yard. Wanted some rain after layin 2k sq ft of new sod but that much was just ridiculous.
Will see if I can muster up some time to get online and poke around with y'all.
